Having in view that, during the summer months, the number of Romanian and foreign tourists transiting the border crossing points will increase, the Romanian Border Police undertook a series of measures meant to ease the traffic and to reduce the waiting time in the border crossing points.
Also, the disposed measures will ensure the efficient administration of the operational situation in order to prevent and counter cross-border crime and to ensure public order and safety in the Black Sea littoral area, in the Danube Delta and in other touristic areas in the competence area of the Border Police.

Measures
In order to ensure a public safety and order climate in the competence area and in the border crossing points, as well as to ease the passenger and cargo traffic, the management of the Romanian Border Police disposed the following measures:
- ensuring an increased surveillance of the state border, through the implementation of legal measures for the prevention and countering of cross-border crime;
- carrying out an operational and civilized check, reason for which measures to supplement the personnel carrying out its activity for the control of documents and to increase the number of control arteries in the border points, according to the case were disposed;
- promoting and ensuring the order and discipline climate, consequent implementation of deontological norms specific to the institution, in order to observe the legal rights and freedoms of citizens, to prevent any abuse or corruption deeds;
- optimizing co-working and collaboration relations with other structures of Ministry of Administration and Interior, with the border authorities of neighbouring states as well as with the local public administration, to resolve, commonly, the problems of the tourists but also of the locals;
- deploying officers within the General Inspectorate of Border Police, with operational and coordination role, in the important border points, in order to monitor the traffic, as well as to guide and support the colleagues carrying out their activity at the border control;
- maintaining in efficiency status all communication and IT means, training of personnel in order to ensure rapid intervention in the competence area, to resolve special situations and ease the flow at the level of Romanian Border Police structures;
- officers within the General Inspectorate of Border Police shall develop unforeseen controls for the verification of established measures implementation at the level of each R.B.P. structure.
021.9590 - single telephone number of the Romanian Border Police
We recall that the single information number of the Romanian Border Police, on the entire territory of the country is 021.9590.
This service functions round the clock, at the level of the General Inspectorate, the interested persons can receive useful information regarding the crossing of the state border, respectively the necessary documents, the conditions provided by the law in force according to the purpose of the travel etc.
At the same time, calling the telephone number 021.9590, the citizens can find out all the information related to border crossing / border area or they can announce unpleasant incidents happened in the cross-border traffic, recording of certain deeds which prejudice the image of the institution and implicitly the quality of special status servant etc.
Actions for the safety of citizens, on the Black Sea littoral and in the Danube Delta
In the Danube Delta and the Black Sea, the Romanian Border Police shall grant special attention to the control of ships and crafts, human live search and rescue on sea ("search and rescue" mission types), protection of objectives in the competence area, observance of norms regarding order and safety of navigation in the competence area etc.
Also, it will be acted permanently to counter illegal migration, smuggling, trafficking in drugs, weapons, ammunition and hazardous materials, illegal exploitation of mineral and biological resources and deliberate pollution of aquatic environment.
We remind that the Romanian Border Police implemented the Integrated System for Observation, Surveillance and Control of Traffic in the Black Sea (SCOMAR), an operational system of surveillance, based on state-of-the-art technology, allowing to early detecting, pursuance, reconnaissance and identification of vessels which develop illegal trafficking deeds in the Black Sea.
Technical support of this system ensures the transmission, in real time, of information obtained from the sensor stations to a Command and Control Center, so that the necessary measures shall be implemented to intercept the threats and realize efficiently the search and rescue missions in the Black Sea.
Statistics at the border in 2010
Last year, during the summer period 01.06.2010 - 31.08.2010, approximately 11,435,500 persons crossed the border, out of which approximately 9,265,000 E.U. citizens and 2,170,500 non-E.U. citizens; the most transited were the border crossing points in the West and South of the country.
An increase of the traffic was recorded during August 2010, when 4,476,789 persons (3,624,704 E.U. citizens and 852,085 non-E.U. citizens) crossed the border.
Conditions for traveling abroad for minors, Romanian citizens
Starting from 1st of January 2007, Romanian citizens travel to countries belonging to the European Union or to other states, based on a valid travel document - identity card or passport.
Romanian minor citizens travel outside the borders of the country in the same conditions as an adult person, based on a valid travel document.
Thus, children up to 14 years old can exit the country only with the passport (registered in the passport of the parents or having a personal passport), while the minors over 14 years old can travel also based on their identity card.
At the same time, Law no 248 / 2005 provides that the Romanian minors can travel abroad only accompanied by a major natural person, with the consent of the parents or legal representatives.
If the minor travels accompanied just by one of his/her parents, at the exit from the country, the accompanying parent shall present a notary statement through which it results that the other parent gives his/her consent to travel abroad.
The statement of the other parent is not necessary if the accompanying parent proves that the minor was entrusted through court order remaining final and irrevocable or the other parent is deceased.
It is not necessary the statement of the parent whose parental rights were terminated or was stated as missing, if the accompanying person proves to that effect.
If the minor travels with another major natural person other than his/her parents, the latter shall present:
- the notary statement of both parents comprising their consent regarding the travel of the minor, the destination state(s), the period of the travel, as well as the identity data of the respective accompanying person;
- the criminal record;
- the documents from which to result the quality of assigned person within an authorized commercial society, under the law, to carry out international transportation for persons - if necessary.
The undertaking of firm measures by the Romanian Border Police, in all the competence areas, is not aimed to restrict the free movement right of the persons, but to maintain it, by ensuring the observance of internal and international law in force by all the participants in the cross-border traffic.
