Statistics regarding Romanian Border Police activity in the last 24 hours


In the last 24 hours, in the competence areas - meaning border crossing points and "green border" - Border Police officers detected:
  • 28 illegal deeds (16 crimes and 12 penalties) committed by Romanian and foreign citizens;
  • the amount of penalties reaches approximately 4,500 lei;
  • undeclared goods (which were to be smuggled into the country), which exceeded the customs’ legal provisions or were suspected as being counterfeit with a total value of 14,500 lei, were detected;
  • the flow of passengers and means of transportation at the border crossing points was about 133,000 people, both at the entry and at the exit and over 35,400 means of transportation.
    25 foreign citizens were refused entry due to the fact that they did not meet the entry requirements and 83 Romanian citizens were not allowed to exit Romania out of various legal grounds.

Border Police officers within Calarasi Border Police County Inspectorate together with representatives of Chiciu Calarasi Harbor Master Control acted in time to avoid an accident which could have turned into a real naval catastrophe.
Thus, on 29.08.2011 were finished the investigations regarding a Romanian citizen, L. Ghita, commander of ADA 1 vessel, which was navigating upstream on Danube River in the competency area of Calarasi Border Police County Inspectorate.
That day, at about 3 o’clock P.M., Border Police officers within Calarasi Border Police County Inspectorate were informed that in the competency area, the aforementioned vessel was navigating upstream in a way that could put into danger the safety of others navigating in the area; after contacting via radio-phone the commander, Border Police officers noticed his difficulty in speaking and the incoherent speech.
Based on the Cooperation Protocol a joint team was created, consisting of Border Police officers within Calarasi Border Police County Inspectorate and the Head of Calarasi Harbor Master Control in order to check the received information.
The joint team went upstream, tracking the ADA 1 vessel and went on board for investigations.
While discussing with the commander, the Border Police officers smelled alcohol coming from the commander. After checking the identity documents of the commander, he was led on the premises of Calarasi Police where he was tested in order to see if he had any alcohol drink or not. The result of the alcohol test was 1.23mg/l.
As a next step, the commander was led to Calarasi County Hospital in order to test the percentage of the alcohol in his blood.
As a result of the investigation, the aforementioned person is being accused of fulfilling tasks after consuming substances, drugs or medicines which can lead to a similar behavior as being drunk, crime stipulated and punished by Law no. 19/2003, regarding the naval transportation regime.
The vessel and the crew anchored at river’s kilometer no. 392, following the owner of the vessel to come and to proceed on changing the crew.

1,077 packages of smuggled cigarettes hidden in a vehicle detected at Petea Land Border Crossing Point

Romanian Border Police officers within Satu Mare Border Police County Inspectorate detected 1,077 packages of cigarettes, Ukrainian made, hidden in a vehicle.
Monday, 29th of August 2011, around 08.00, at Petea Border Crossing Point a Romanian citizen, Emeric V., 34 years old, driving an Opel Zafira registered in Poland, came to the check point in order to enter Romania. He was travelling together with Andrei H. from Satu Mare County, a 32 years old Romanian citizen. On the occasion of border check regarding the car, the Border Police officers detected hidden inside it, 1,077 packages of cigarettes Ukrainian made, valuing 4,566 lei.
In regards to aforementioned crime, the person accompanying the driver stated that he bought the cigarettes in Hungary from a Ukrainian citizen, in order to sell them in Romania.
Investigations are in process in regards to the following crimes: holding, making, transporting, storing, and selling goods and merchandise which were supposed to be under a custom’s regime, being known the fact that the cigarettes were smuggled.
The amount of cigarettes was seized and the vehicle blocked on the premises of the Satu Mare Border Police County Inspectorate till the end of the investigation.

    14 foreign citizens were refused entry due to the fact that they did not meet the entry requirements and also 2 foreign and 34 Romanian citizens were not allowed to exit Romania out of various legal grounds.

  • undeclared goods (which were to be smuggled into the country), which exceeded the customs’ legal provisions or were suspected as being counterfeit with a total value of 748,500 lei, were detected;
  • the flow of passengers and means of transportation at the border crossing points was about 131,400 people, both at the entry and at the exit and over 36,200 means of transportation.
    33 foreign citizens were refused entry due to the fact that they did not meet the entry requirements and 96 Romanian citizens were not allowed to exit Romania out of various legal grounds.

About 90,000 packages of smuggled cigarettes detected at the border


In the last 24 hours, Border Police officers from the North-Eastern part of Romania assessed 90,000 packages of cigarettes, in two smuggling cases being necessary the usage of weapons and ammunition in order to apprehend the smugglers.
On the name of six people prior acts of criminal investigation of the offense of illegal border crossing and fiscal evasion were drawn by Border Police officers.
The cigarettes, valuing about 700,000 LEI, were seized.
  • On the evening of 23.08.2011, while carrying out specific tasks, Border Police officers within Vicov Border Police Sector detected near the border a group of several people walking from Ukraine towards Romania, carrying several big boxes.
    As law stipulates, Border Police officers verbally asked to stop the aforementioned people, but due to the fact that they had ignored the warning, trying to run towards the Ukrainian territory, the law enforcements had to use the weapons and ammunition vertically, for several times, apprehending two Ukrainians, P.M., 23 years old and A.M., 22 years old.
    In the area where the two men were apprehended, were detected dozens of big boxes containing over 70,000 packages of cigarettes, various brands made in Ukraine and Republic of Moldova.
    Prior acts of criminal investigation of the offense of illegal border crossing and of smuggling were drawn by Border Police officers, acts which were sent to Radauti Court Prosecutor’s Office for taking the imposed legal measures.
    The whole amount of cigarettes, valuing about 600,000 LEI was seized.
    The investigations are in process, carried out by Border Police officers within Suceava Border Police County Inspectorate, the Ukrainian Border Police authorities being informed in order to identify all the people involved.
      
  • Also Border Police officers within Botosani Border Police County Inspectorate detected and apprehended two Romanian citizens carrying over the border more than 7,000 packages of smuggled cigarettes.
    Thus 23.08.2011, while carrying out specific tasks, Border Police officers within Romanesti Border Police Sector, Botosani County detected near the border several people walking from Prut River towards Romania, carrying four big boxes.
    The aforementioned people were verbally asked to stop by the Border Police officers, but they have ignored the warning and tried to run away, taking advantage of the dark and of the off road terrain. Border Police officers had to use their weapons and ammunition, shooting two times vertically; they apprehended one person, Stefan B., 20 years old, inhabitant of Stanca.
    In the area where the man was apprehended were detected 4 big boxes containing over 7,000 packages of Plugaru brand cigarettes, made in Republic of Moldova.
    As a result of the investigations, was identified another person involved in the crime, Andrei C., 26 years old, inhabitant of Stanca.
    Prior acts of criminal investigation of the offense of smuggling and of fiscal evasion were drawn by Border Police officers, acts which were sent to Botosani Court Prosecutor’s Office.
    The whole amount of cigarettes, valuing about 60,000 LEI was seized.
    At the moment, Border Police officers are further investigating the case in order to detect all the people involved in this crime ant to take the imposed legal measures.
    Also, the Republic of Moldova Border Guard authorities were informed in order to investigate the case together with the Romanian Border Police.
  • Also yesterday, while carrying out specific tasks, Border Police officers within Vicov Border Police Sector detected in a minivan 11,000 packages of cigarettes, valuing 36,000 LEI.
    Thus, around 22.00 hours, Border Police officers detected in the competency area, near the border, a minivan registered in Ireland, carrying several boxes containing cigarettes.
    As a result of fulfilling their specific tasks, Border Police officers detected and apprehended in the competency area two people: G. Ionel, 25 years old and A. Ovidiu, 23 years old, both living in Suceava County.
    Checking thoroughly the vehicle, Border Police officers detected several boxes containing 11,000 cigarettes packages of various brands, Ukrainian and Republic of Moldova made.
    Prior acts of criminal investigation of the offense of illegal border crossing and of smuggling were drawn by Border Police officers, acts which were further sent to Radauti Court Prosecutor’s Office, in order to be taken the imposed legal measures.
    The whole amount of cigarettes, valuing about 36,000 LEI was seized by Border Police officers within Suceava Border Police County Inspectorate and the minivan, valuing 8,000 LEI was seized also on the premises of Vicov Border Police Sector, for further investigations.

Border Police officers within Suceava Border Police County Inspectorate apprehended a Romanian citizen who transported over the border more than 15.000 packages of smuggled cigarettes.
In order to apprehend the smuggler, Border Police officers had to use the weapons and ammunition as a warning, in vertical plan applying the law provisions.
The cigarettes, valuing about 70.000 LEI, were assessed and the aforementioned smuggler is being accused of smuggling.
Thus, on the morning of 23.08.2011, while carrying out specific tasks, Border Police officers within Vicov Border Police Sector, detected near the border a group of several people walking from Ukraine towards Romania, carrying several big boxes.
The aforementioned people were verbally asked to stop by the Border Police officers, but they have ignored the warning and tried to run away, taking advantage of the dark and of the off road terrain. Border Police officers had to use their weapons and ammunition, shooting five times vertically; they apprehended one person, C. Valentin, 19 years old, inhabitant of Vicovu de Sus.
In the area where the young man was apprehended were detected 9 big boxes containing over 15.000 packages of VICEROY brand cigarettes, made in Ukraine.
Prior acts of criminal investigation of the offense of smuggling were drawn by Border Police officers, acts which were sent to Radauti Court Prosecutor’s Office.
At this moment, Border Police officers are continuing the investigations in order to detect all the people involved for taking the imposed legal measures.
Also, the Ukrainian Border Guard authorities were informed in order to investigate the case together with the Romanian Border Police.

Dozens of migrants apprehended at the border


At the end of the week, Border Police officers within Timis Border Police County Inspectorate detected twenty people who had crossed or intended to cross the Romanian "green border". In all the cases prior acts of criminal investigation of the offense of illegal border crossing or attempt of illegal border crossing were drawn by Border Police officers.
Border Police officers within Lunga, Jimbolia, Sannicolau Mare and Beba Veche Border Police Sectors detected, in the competency area, six groups of illegal migrants, coming from Morocco, Tunisia, Algeria, Turkey, Libya and Iraq.
The detected people had no identity documents and spoke no Romanian language. Border Police officers led them on the premises of Border Police Sectors in order to sort out the situation. On this occasion was established the fact seven of them are citizens of Morocco, five of Algeria, five of Tunisia, one Libyan and one Iraqi with ages from 21 to 39 years old, whom illegally crossed the Serbian-Romanian border or who tried to illegally reach Hungary.
During the investigation, the aforementioned illegal migrants stated that they have acted this way due to the fact that they wanted to reach Schengen area and did not have the necessary visas.
In all the cases prior acts of criminal investigation of the offense of illegal border crossing or attempt of illegal border crossing were drawn by Border Police officers, following at the end of the investigations to be taken the imposed legal measures.

Video: Illegal diving at the sea border

Illegal diving at the sea border


On 16.08.2011, at about 06.00 hours, based one intelligence, three vessels within Mangalia Group of Vessels, meaning MAI 3006, MAI 3007 surveillance and control vessels and a Zodiac type vessel carried out a specific mission in order to counter illegal crimes in regards to legal regime of Romania’s border waters.
Following the activities carried out in the maritime area adjacent to Vama Veche, five people diving were detected; this specific area was declared as protected in accordance with Decision of Constanta County Council no. 31 from 1990. The aforementioned people were led on the premises of Mangalia Group of Vessels. As a result of the investigations was established the fact that the five people are Bulgarians with ages from 30 to 36 years old carrying out, illegally, fishing activities by diving in order to collect snails, "RAPANE" species.
Border Police officers seized the quantity of 575 kg. of snails found on the possession of Bulgarians, estimated at about 1,725 lei and also the diving suits and their accessories.
Prior acts of criminal investigation in terms of the offence of illegally entering Romania’s territory by illegal crossing, of not being in the possession of a fishing license / authorization for boats and vessels and of fishing aquatic alive resources within the prohibition period in the protected areas were drawn by Border Police officers, the criminal file being handed over to Mangalia Court Prosecutor’s office.
On 16.08.2011, at about 17.00 hours, based on mutual border agreements between Romanian and Bulgarian authorities, the five Bulgarians were handed over to the Bulgarian border authorities, investigation being in process while them being not in prison.

Twenty five illegal migrants apprehended at the western border


At the end of this week, Romanian Border Police officers detected and apprehended 25 people, citizens of Afghanistan, Alger, Morocco, Tunisia, Syria, Palestine, Moldova and Libya trying to illegally cross the Romanian border.
19 illegal migrants were apprehended by Border Police officers within Timis Border Police County Inspectorate, 4 illegal migrants by Border Police officers within Bors Border Police Sector - Bihor County and 2 by those within Satu Mare Border Police County Inspectorate.
In all the cases prior acts of criminal investigation in terms of the offense of state border illegal crossing or attempt of state border illegal crossing were drawn by Border Police officers.
  • Between 12 - 14.08.2011, Border Police officers within Timis Border Police County Inspectorate apprehended several groups of migrants from Algeria, Afghanistan, Syria, Palestine, Libya and Tunisia, with ages from 17 to 34 years old, trying to illegally reach Schengen area.
    Thus, on 14.08.2011, Border Police officers within Deta Border Police Sector detected, in the competency area, five people, males, who spoke no Romanian and had no identity documents. Border Police officers led them on the premises of Deta Border Police Sector, in order to sort out the situation. On this occasion was established the fact that the five people, with ages between 23 and 29 are: two of them Syrians and three Tunisians who had illegally crossed the Serbian-Romanian border.
    Also yesterday, Border Police officers within Moravita, Lunga and Sannicolau Mare Border Police Sectors detected, in the competency area, one group per each sector formed by four migrants, males. During preliminary investigations, was established the fact that the men, 3 citizens of Algeria, 3 Tunisians, 3 Palestinians and 3 Libyans, with ages from 17 to 32 years old, had illegally crossed the Romanian-Serbian border.
    Also Border Police officers within Jimbolia Border Police Sector detected, on the morning of 13th of August 2011, at about 02.30 hours, in the competency area, two migrants, citizens of Afghanistan with ages from 22 to 28 years old, who had illegally crossed the Serbian-Romanian border.
    In all the cases prior acts of criminal investigation in terms of the offense of state border illegal crossing were drawn by Border Police officers, following at the end of the investigation to be taken the imposed legal measures.
  • Border Police officers within Bors Border Police Sector, Bihor County apprehended four citizens of Republic of Moldova trying to illegally exit Romania.
    The men were detected on 12.08.2011, around 18.00 hours by a Border police patrol at about 400, meters away from the border line. They spoke no Romanian and had no identity documents. For this reason, Border Police officers led them on the premises of Bors Border Police Sector, in order to sort out the situation. On this occasion was established the fact that they are citizens of Republic of Moldova, with ages between 19 and 22 years old.
    The men came on various means of transportation to Oradea from where they took a TAXI to Bors and walked towards the border line where were detected by Border Police patrol.
    The aforementioned men stated that they intended to reach Hungary using this way and their final destination would have been Schengen area in order to get a job.
    Prior acts of criminal investigation in terms of the offense of attempt of state border illegal crossing were drawn by Border Police officers on the manes of the illegal migrants.
  • On 13.08.2011, at about 03.00 hours, a Border Police patrol consisting of Border Police officers within Petea Border Police Sector, Satu Mare County, detecting close to the Romanian-Hungarian border line, two people walking towards Hungary. Their presence in the area not being justified, Border Police officers led them on the premises of Petea Border Police Sector for further investigations.
    Following the investigation resulted that they are citizens of Morocco and Algeria, with ages of 28 ans 30 years old.
    Prior acts of criminal investigation in terms of the offense of attempt of state border illegal crossing were drawn by Border Police officers.

In the last 24 hours, in the competence areas - meaning border crossing points and "green border" - Border Police officers detected:
  • 72 illegal deeds (24 crimes and 48 penalties) committed by Romanian and foreign citizens;
  • the amount of penalties reaches approximately 25,800 lei;

  • the flow of passengers and means of transportation at the border crossing points was about 141,000 people, both at the entry and at the exit and over 37,000 means of transportation.
    21 foreign citizens were refused entry due to the fact that they did not meet the entry requirements and 29 Romanian citizens were not allowed to exit Romania out of various legal grounds.

In the last 24 hours, in the competence areas - meaning border crossing points and "green border" - Border Police officers detected:
  • 27 illegal deeds (11 crimes and 16 penalties) committed by Romanian and foreign citizens;
  • the amount of penalties reaches approximately 2,840 lei;
  • undeclared goods (which were to be smuggled into the country), which exceeded the customs’ legal provisions or were suspected as being counterfeit with a total value of 51,000 lei, were detected;
  • the flow of passengers and means of transportation at the border crossing points was about 132,200 people, both at the entry and at the exit and over 34,800 means of transportation.
    16 foreign citizens were refused entry due to the fact that they did not meet the entry requirements and 36 Romanian citizens were not allowed to exit Romania out of various legal grounds.

  • 40 illegal deeds (9 crimes and 31 penalties) committed by Romanian and foreign citizens;
  • the amount of penalties reaches approximately 5,590 lei;
  • undeclared goods (which were to be smuggled into the country), which exceeded the customs’ legal provisions or were suspected as being counterfeit with a total value of 38,486 lei, were detected;
  • the flow of passengers and means of transportation at the border crossing points was about 150,000 people, both at the entry and at the exit and over 38,700 means of transportation.
    9 foreign citizens were refused entry due to the fact that they did not meet the entry requirements and 43 Romanian citizens were not allowed to exit Romania out of various legal grounds.

Tens of migrants apprehended at the Romanian border


At the end of this week, Romanian Border Police officers within Timis Border Police County Inspectorate detected 38 people trying to illegally cross the Romanian "green border". In all the cases prior acts of criminal investigation in terms of the offense of state border illegal crossing were drawn by Border Police officers.
Border Police officers within Lunga, Moravita and Jimbolia Border Police Sectors detected, in the competency area, seven groups of illegal migrants consisting of two up to nine people, of various nationalities (Algerians Morocco and Tunisians).
The detected people had no identity documents and spoke no Romanian. Border Police officers led the people on the premises of Border Police Sectors, in order to sort out the situation. On this occasion, was established the fact that 36 of theme are citizens of Alger, 1 of Tunisia and 1 of Morocco, with ages from 19 to 40 years old who illegally crossed the Serbian-Romanian border.
While being interviewed, the illegal migrants asked for asylum in Romania. The aforementioned people stated that they have used this method due to the fact that they did not have the necessary visas. Most of them stated that they took a TAXI or a car close to the Serbian-Romanian border, from where they walked over the field till they were apprehended.
Prior acts of criminal investigation in terms of the offense of state border illegal crossing were drawn by Border Police officers, following, at the end of the investigation to be taken all the imposed legal measures.
Including this week-end, the highest number of apprehended migrants was registered in Lunga Border Police Sector, meaning 26 people.

  • 71 illegal deeds (22 crimes and 49 penalties) committed by Romanian and foreign citizens;
  • the amount of penalties reaches approximately 7,045 lei;
  • undeclared goods (which were to be smuggled into the country), which exceeded the customs’ legal provisions or were suspected as being counterfeit with a total value of 28,926 lei, were detected;
  • the flow of passengers and means of transportation at the border crossing points was about 181,400 people, both at the entry and at the exit and over 42,500 means of transportation.
    7 foreign citizens were refused entry due to the fact that they did not meet the entry requirements, and also 1 foreign and 41 Romanian citizens were not allowed to exit Romania out of various legal grounds.
