On 15.12.2011, entered into force Law number 280 from 7th of December 2011 which includes a series of measures regarding the reorganisation of Romanian Border Police.
The new structure of Romanian Border Police will allow a common coordination of specific ctivities carried out by it, assurance of land and sea border surveillance and control at highest standards, counter illegal migration and cross border criminality within the responsibility area in compliance with the state border legal regime.

Romanian Border Police’s reorganisation has as main objective to strenghten the operational structures, as a result of this measures being cut 25 management positions. In the mean time, the support units were ammended by reducing their personell with 12%.
As the aforemntioned law stipulates, at each Romanian border with the neighboring country there are Border Police Territorial Inspectorates and in Tulcea and Constanta Counties was established Coast Guard as follows:
- at the border with Republic of Moldova - Iasi Border Police Territorial Inspectorate;
- at the border with Bulgaria, over Danube River - Giurgiu Border Police Territorial Inspectorate;
- at the border with Serbia - Timisoara Border Police Territorial Inspectorate;
- at the border with Hungary - Oradea Border Police Territorial Inspectorate;
- at the border with Ukraine - Sighetu Marmatiei Border Police Territorial Inspectorate;
- at the sea border, Danube’s Delta, interior Danube and the land border with Bulgaria - Coast Guard;
Within Border Police Territorial Inspectoartes and Coast Guard will be Border Police Teritorial Services, Border Police Sectors and Groups of Vessels, all being operational structures ment to assure border surveillance and control at highest standards to prevent and counter more effectively the illegal migration and cross border criminality within the responsibility area.
Border Police Territorial Inspectorate will be subordinated to General Inspectorate of Romanian Border Police with legal personality, its main role being as follows:
- to coordinate, control and be responsible for entire activity of the subordinated structures in regards to border surveillance and control for countering and preventing illegal migration, cross border crimes following the provisions of state border legal regime;
- to implement in a common way Romanian Border Police’s Concept regarding state border surveillance and control, the provisions of Schengen Borders Code and of all national and European legislation;
- to efficiently use and plan of human and technical resources in accordance with the existing operational situation within each border and also in accordance with risk analysis;
- to efficiently cooperate with the similar institution with the neighboring country, based on bilateral documents signed in advance;
- to manage the entire activity of the structure from human resources, logistic and financial point of view.
Border Police Territorial Services subordinated to Border Police Territorial Inspectorates, will exist with each border county, their main tasks being as follows:
- organising and carrying out activities - independently or in cooperation with other insitutions withi the county in regards to counter and prevent illegal migration and cross border criminality( implementation of the IVth Filter of S.I.S.F.);
- carrying out informational-operational activities, investigating the verry seroius crimes in the field of illegal migration and cross border organised crimes;
- carrying out support activities in the filed of border surveillance and control for preventing cross border crimes, when asked.
As a result of reorganisation legal measures were taken to entitle for a determined periond of time some Border Police officers to assure the leadership, management of territorial inspectorates:
- for Iasi Border Police Territorial Inspectorate - Mr. Stefan Alexa;
- for Giurgiu Border Police Territorial Inspectorate Giurgiu - Mr. Marius Dan Popara;
- for Timisoara Border Police Territorial Inspectorate - Mr Ioan Handra;
- for Oradea Territorial Border Police Inspectorate - Mr. Iancu Nicolae;
- for Sighetu Marmatiei Territorial Border Police Inspectorate - Mr. Liviu Bute;
- for Coast Guard - Mr. Radu Dumitru.
For the future, each territorial structure will analyse the existing positions in order to act in accordance with national legislation and internal documents while deciding in regards to whom gets each position, after a thorough professional evaluation of entire personnel and their options also.
